Data Warehouse and Decision Support Systems

Industry Challenge

In today’s uncertain economic times, as enrollee numbers grow and state revenues shrink, Medicaid agencies are under pressure more than ever.  Agencies must demonstrate improvements in healthcare for recipients and judicious use of funds, while at the same time develop process controls that reduce costs and increase productivity.

Solution

HID’s  HealthExplorer® Analytics and Reporting System (HealthExplorer) is an enterprise decision support system (DSS) and data warehouse (DW) solution, which combines Oracle® database technology and Cognos® Business Intelligence with modular software components. The HealthExplorer integrated solution includes:

  • A data warehouse that provides data validation, optimization, and retrieval
  • A state of the art reporting system that provides decision support and business intelligence
  • Additional customized applications, such as a Surveillance Utilization Reporting System, that support specific client needs
  • A browser-based user interface that provides access to all functionality from one Web portal

Features

  • A comprehensive set of custom-built standard reports. Standard reports are designed to meet the detailed and specific needs of the State client.
  • Sophisticated business intelligence
    • A dimensional model that presents the business data in an intuitive framework. Users can select data and build relationships using data elements that make sense from a business perspective.
    • A “drag-and-drop” interface that facilitates the ability to incorporate data, text, charts, graphs, and images.
    • Prompts and toolbar commands that facilitate report editing.
    • A variety of charts, for example, crosstab, bar/3D bar, pie/doughnut, line, gauge, funnel, scatter, dot density, and waterfall.
    • Conditional suppression and automatic calculations.
    • The ability to create complex, multi-page layouts using different data sources without programming or workarounds.
  • Data marts that provide extensive operational efficiencies. Data from the data warehouse is preprocessed into data marts, or significant subsets of data, which can be accessed by multiple users. The preprocessing optimizes report generation and facilitate additional reporting and analysis.
  • Role-based security. Each user’s access to data and system functions is controlled internally. Only one logon is required, and users can only see the system functions and data they are authorized to use.
  • Surveillance utilization review. An integrated SURS provides the ability to identify potentially fraudulent and/or abusive patterns of resource utilization.
  • Case Management. An integrated case management system provides the ability to monitor and control cases involving potential fraud or abuse within the Medicaid system.
  • Geographic Information System. An integrated GIS provides analysis and reporting capabilities for location-based or spatially referenced data.
  • Report repository. Previously-run reports can be viewed and reprinted as needed.

Benefits

  • Standard reports for all defined business needs
  • Powerful business intelligence tools to support ad hoc reporting
  • User-friendly and comprehensive query, reporting, and analytical capabilities
  • Integrated business applications that support agency demands
  • Access to all applications from one entry point
